2003 Accord ABS Light

2003 Accord ABS Light
I have a 2003 Accord. The ABS light stays on. I had a mechanic (not Honda) check it. His read out pointed the left front ABS sensor. He replaced the sensor. This did not make the light go out.
The read out still indicates that it the left front ABS sensor. He’s now thinking it’s the ABS controller. But he’s doubtful and is telling me it’s a very expensive part and doesn’t want me to spend the money.
His suggestion is leave it as is. The car is going to be sent to my daughter in California. I’m not sure if California has safety inspections and would the ABS light being on fail the inspection.
I would greatly appreciate any input.
