Are you only looking between these 2? Have you considered a Griots garage buffer?
I don't experience with the flex, but they definitely make good buffers.

are you new to detailing or are you comfortable with cutting and polishing?
the flex is a powerful machine. its like a forced driven rotary but its dual action. meaning it wont stop even if you apply pressure. so theres slightly less room for error with the Flex because its got good torque and still has the safety of dual action. this can be a good or bad thing depending on your skill level.
Im not too familiar with the cyclo. but its pretty big and slightly heavier then most. you do get the benefit of cutting on one pad while simultaneously polishing on the other. or just using both pads for cutting then switching both pads to polishing. two pads give you more surface area so you could possibly finish jobs faster. but with more powerful machines its almost the same same thing. I personally view the Cyclo as a big clunky machine that takes a lot of getting used to but everyone has their own favorite machine.
in my opinion Portercable is good for beginners as well as normal polishing and waxing.
griots garage polisher would be the same but more power.
flex polisher even more power.
then the grandaddy of them all a Rupes polisher.
id say the cyclo would fall inbetween the griot and the flex.
