3rd gen integra.. Car clicks but doesn't start

3rd gen integra.. Car clicks but doesn't start
So my car clicks, but doesn't crank.
tested battery to be 12.8V
checked all ground and is tighten
checked all fuses and they're good
tested starter terminal (under hood fuse box) to battery to be 12.4V
jumped the starter by connecting battery to starters signal and it turns on right away
tested starter signal and it was 6V (HERES THE PROBLEM)
so wtf is causing it to drop to 6V? I didn't have time to check the starter relay yet, but would that be the problem? Or is it the wire? Anything else I should test?

It is a connection problem, most likely at the contacts in the starter relay, [so I would check there first] or it can be a connection problem in the ign. switch itself or someplace between the ign. switch and the starter solenoid,
I would probably start by testing voltage along the starter exciter lead, [black/white] starting at the ign. switch and at every connection point along the way to the solenoid. 94

It can't be the ign switch right? Because the relay is clicking. It goes from the switch to the relay to the starter right? I don't really know I have never checked on the ignition switch, but i will do so when I get home from work

Yes it could be the switch, poor contacts in the ign. switch would limit current, you do not need a lot of current to energize a relay.
One of the fixes for a current limit problem at the starter motor solenoid, [starter lead] is to use the starter lead, [at the starter solenoid] to trigger a relay and have the relay supply the power to trigger the solenoid. Unlike the stock starter relay, that gets both its control power and input power from the ign. switch, an added relay would get it's control power from the ign. switch but it's input power directly from the batt., [a full 12.5V]. 94
