argh, b16 timing belt troubles

Default argh, b16 timing belt troubles

Ok, I am pretty sure I am putting my timing belt on right because i've done it a few times before but i'm getting irritated now. I am in the process of building my b16 and am just putting the last couple of things on. The bottom end is a stock 99 SI bottom end and the head is an obd0 that has been milled .030 (never been milled before this mill). I have tried setting the crank pulley to TDC, and setting the cams at TDC. Then I tightened down the timing belt tensioner, turn the crank pulley a couple of teeth to tighten up the belt on the long side (exhaust side of the block), and loosened and retightened the tensioner to pick up the slack. I have done this about 3 times so far, and it just wont pikc up the slack. Everytime i go to turn the motor over by hand it will jump teeth on the crank pulley. I thought the tensioner on the block was bad and i replaced it with a known working one and i'm still having the same problem. Anything i should do special because the head is milled? Anyone have an idea why it won't pickup the slack?
