Default 2.2 Vtec Prelude Gots hot with Vtec...please help.

Hi there, trying to solve a problem for my brother in law, He's got a 92 H22 2.2 vtec prelude which over heats if you really work it in the vtec zone, everyday motoring it's OK, but if you give it some it soon over heats. The top hose gets hot as does the bottom one eventually (so thermostat is working?). It has a new rad cap, and did improve after a Rad flush. The fans come in and the car will never overheat in standing traffic. It blows a load of water out into the expansion tank and then draws it ALL back in. No indication of Head gasket problems, so I'm suspecting a flow issue, be it pump or Gummed up Rad...it certainly fills up quicker than it can drain.

Suggestions please.

If he ever used some kind of radiator repair fluid that could cause some flow problems. Just a possibility.

I THINK YOU HAVE A PLUG RADIATOR? BECAUSE I DON'T THINK FLUSHING THE RADIATOR WAS A GOOD IDEAL? I JUST HAVE BAD LUCK WITH DOING SO!

Thanks for the comments, had it flow checked today and was 80% blocked!!! only £100 ($55) for a new rad.
