Default Jumper cables connected backwards

My brother hooked his jumper cables up backwards, now the engine wont go above 3K and the D4 light flashes and won't shift unless you let off the gas, also OBD2 has no communication but power. He already changed the ECU but it has no change at all. Anyone ever had this problem?

Take it to Honda and have have the stealership run a diag. Go buy and replace your own parts after they identify the issue.

I had to change the fuse box fuse (metal screwed down fuse), it blew and had to go to junk yard to replace it.. but my car basically wouldn't have any power at all.
