Default Upper Radiator Support Help

I have an 03 RSX and the hood latch has broken off. From what i can see the area where it bolts to the Upper Radiator Support Bar has rusted around the bolt holes and pieces of it have broken off with the hood latch. I got a price of $70 for a replacement Upper Radiator Support Bar from my local Acura dealer but he couldn't tell whether this was welded in or not. Does any body know if this is a bolt on piece or if there is welding involved. It's not the full radiator support, only the upper piece that the hood latch bolts to. Any help would be appreciated.

It's hard to answer this sitting behind a computer, otherwise I'd just go outside and look at my car. I'm pretty sure it just bolts in.

In this pic it's #3.

Also if you order online, the part is only $40 + shipping. Try to get the stealership to price match the online price, they'll do it but they'll be pissed

part number three bolts down.. but is welded to part number 12.. one way to do it is buy both bars bolt them in place and mark where u need them unbolt them and weld them in place.. and then put them in so they fit correctly.
