As the title says, I've been reading threads from 2005 with people saying anything from Mothers polish, simple green, to oven cleaner. Some say to use a stiff brush like a tooth brush.
I'd like to at least make them look better than they look. What chemicals help the most?

It's on there pretty good....is this stuff strong? Let it sit for 15 mins then use a tooth brush?

You should definitely use something designed to be a wheel cleaner, and one that says that it's okay for the finish on your wheels (there are specialty cleaners for uncoated aluminum and for chrome).
When I have a problem to deal with, I use Meguiar's Hot Rims All Wheel Cleaner, which says it's okay for all factory rims, including all painted and clear coated surfaces.
I use Hawk HP+ pads and the dust usually cleans off easily with just my car wash stuff, and I rarely have to use wheel cleaner.

Don't use anything with ACID in it.
Get some P21S Wheel Gel, you can let it dwell on the wheels for an hour or so then scrub them with it.
google it and you will see there are a lot of happy people using this stuff.
