Code #16 is the right rear wheel speed sensor. Done any suspension work lately? It's possible to damage the harness for the sensor if it gets stretched.

thats incorrect. refer only to check engine light for codes, ignore the abs light while service connector is jumped

Huh! I guess the self-diagnostic function of the ABS system is extraneous? According to the service manual, you do not ignore the ABS light with the SCS connector shorted. It should come on once and go out, unless there is a trouble code. Like a code #16...

1998 Integra Service Manual-Page 19-37:
"NOTE: This operation can also be done with the Honda PGM Tester.
1. Connect the SCS short connector to the service check connector (2P) under the glove box.
2. Turn the ignition switch ON (ll) without the brake pedal depressed.
NOTE: If the brake pedal is depressed when turning the ignition ON (ll) , the system shifts to the DTC Erasure mode.
3. The blinking frequency indicates the DTC.
NOTE: If the DTC is not memorized, the ABS indicator will go off for 3.6 seconds, and then come back on.
4. Turn the ignition switch OFF, and remove the SCS short connector.
NOTE: The Malfunction Indicator Lamp (MIL) will stay on after the engine is started if the SCS short connector is connected. "
Then on page 19-39 of the 1998 Integra S.M. :
Under troubleshooting index it gives the codes and their causes.
Wheel sensor (electrical noise/intermittent interruption)

i see, if/once i find more information, i'll reply.. page 19-35 says the abs will go off once car is driven again, i never seen my abs come on while driving.. i was told that was normal to see.. i'll look into it again.

There are times that the ABS light will come on and stay on, for instance if a problem is detected and does not go away. Then there are other times when the ABS light will go back off if the system returns to normal. For instance : when I perform a smog inspection on a vehicle, only the front two wheels are turning on the dyno. The ABS unit sees this and activates the ABS light and stores a code for the rear wheel speed sensors. After the smog, when the car is driven normally on the street, the ABS sees that the system is operating normally and turns off the ABS light.
But, when you short the SCS connector and the ABS light indicates a code, it should not be ignored. At the very least clear the code and troubleshoot further if the problem returns. If the problem does not recur, it's all good

Clearing an ABS code is fairly simple.
Short the SCS connector, hold the brake pedal down, and turn the key on.
After the ABS light goes off, release the brake pedal.
When the ABS light comes back on, depress the brake pedal.
When the ABS light goes off, release the brake pedal.
After a few seconds the ABS light will blink twice to indicate that the code has been cleared.
Procedure is on page 19-38.
