Default Windshield washer question

I have a 96 Integra and whenever I hit the windshield washer it activates the fluid but the wipers wont wipe unless I turn them on. Is there a relay that controls this? or is the wiper switch junk?

*Edit*

I just looked st the service manual and it says to check the washer motor and the wiper motor. The fluid pumps out so im assuming the washer motor works fine. Is the wiper motor junk then?

I wouldn't say the wiper motor is junk if it works when you turn it on. Are we talking about the back windshield or front? I know for the back, it requires you to flip it on to work. If its the front, I'm guessing its the relay's issue.

Front wiper since I have a sedan. I can't find a relay for the windshield wiper/washer so I was wondering if anyone has had this issue before.

Check ICU, although the wash/spray function is a direct feed from the wiper switch, [12V+] the wipe function is controlled by the ICU, along with intermittent wipers and wiper "park".

Problems with the ICU, [integrated control unit] is common on older Honda/Acura.

Most/common symptoms of a bad ICU are, no intermittent wipers, no rear window defog, no dome light off drivers door, loss of warning chimes, [seat belt, lights still on, key still in ign.]. 94

On the back of the under dash fuse box...
