is it really much of a noticeable gain up top though, or just get some skunk2's and valvetrain work and call it a day.

How many times will you have to see "yes" before you believe it? It will pass smog...either way you will have to take it down there to smog it. Just do it. If you pass visual you will pass.
Many years ago my LS-V passed smog with a slightly crack pistons (the groove in between the rings, I have no idea what it is called
). This was before the smog shop knew anything about swaps. Those days are long gone. 
This was done at a test only too on the rollers.
