could be that the plugs are getting old or oil is touching them maybe the temp gauge is reading bad or simply the car just needs to warm up before you drive it

I had the same problem bro.
My 2000 gsr would start up REAL rough.. then creep to 1.5k and bounce around 1.5 till it warmed, then after driving it would settle at normal idle..
I cleaned my iacv, and my car immediately would turn over and die. I had to adjust my tb a lot to get it to a normal warm idle... Still not sure if it will start okay cold or not, but my engine did just start doing a moving idle supposedly lol.
I am also using a p28 ecu, that I am sure is not running right... I think mine was burned for a d15 turbo, so my vtec engages at 4.8 and runs rich.

def checking the codes would be the smartest thing to do. have you looked at your plugs? cleaning an iac valve is possible sometimes, but usually once they are bad they are just bad. sounds like a tps issue is what i would think, but thats def not the norm for honda engines to do that, unless of course something is malfunctioning, it shouldnt putter and run shitty when you start it
