LS: When setting the timing...
What's the order...I loosened up and got the belt off, lined up the crank pulley (white mark/TDC)...then what?
Do I set the exhaust pulley to time or intake pulley first, and which side is supposed to have the slack when doing this?

you have to leave the tensioner loose and rotate the engine conter clockwise a few revolutions and put the cam gears 3 teeth past tdc and tighten the tensioner.. just in case you didn't know...

Re: LS: When setting the timing... (Sam92Teg)
once u set up ur cam timing up both intake and exhaust and have ur main crank set to TDC. u keep ur tensioner loose and then hold the timing belt on ur cam sprockets then u turn ur crank bolt counter clock wise about two to three times. u should notice the belt gets tighter. then u tighten ur tensioner. u should get a repair manuel from ur local autozone, it would tell u the same thing and save u some time.
