96' Integra LS No Start

96' Integra LS No Start
Back story: Crazy storm rolls through, car too low thus passenger floorboard gets a puddle. It sat like that for about 8hrs because i had work. Soaked it all up with towels. Starts right up and drove fine for over a month. Went to cache creek in NorCal and upon exiting the parking garage slowly i hit my header on some rubber exit thing. I stall and try restarting, no beuno. Try push starting no beuno. Try jump starting with cables, no beuno. Continuous cranking.
Car Description: 96' Integra LS approx 106k Miles, all maintenance is done recently: Timing belt, water pump, distributor rotor and cap, spark plugs and wires. Ran like a champ and started every time so im assuming this must be something electrical.
Symptoms before no start: Before this no start event occurred I had these codes: 73,65,41,74.
Symptoms after hitting header:
-Fuel Pump does not prime
-Main relay does is not audible and i cannot feel and clicks coming from it
-Solid CEL light
-No engine codes from service connector
-Continuous cranking
What Ive Done:
-Resoldered main relay:
Before Soldering:
After Soldering:
Used 12v Test Light on both fuse boxes:
What my handwriting means:
Check mark: Good lights up on both sides of fuse
X mark: Tested both sides of fuse and both did not light up.
Blown: One side lit up and the other side didn't. Only found 1 blown fuse. The 15A in the upper left of the under dash fuse box.

Oh and heres my header for ***** and giggles, the tubing is about halfway closed so I doubt that its not starting because of this. Assuming an electrical problem.

Thanks for the input guys. I actually really have a good feeling about what it is. Since this happened right when i smashed the undercarriage of the car.
Im assuming that after so many times of hitting the secondary 02 sensor that it finally cut through the wire insulation and exposed the wires and it touched the chassis and blew out my 15A IG fuse.

A bad 02 sensor would not cause the car to start or throw a solid CEL. A bad ecu will. Check to see if your ecu is fried. I have a bad ecu that will start a car, you wouldn't even know it was bad. Doesn't always have a visual sign for it to be bad.

Problem solved!
Solution: After hitting the header and exhaust so many times it slowly cut through the wire insulation for the secondary 02 sensor eventually cutting the ground black wire and touching the chassis ultimately blowing out the 15A ignition fuse under the dash. I simply disconnected the secondary 02 sensor replaced the fuse and she fired right up. Now i just have a hole in my exhaust and its alot louder.
