99 Integra GS-R using a OBD2B P2T ECU and no fuel?

99 Integra GS-R using a OBD2B P2T ECU and no fuel?
Like the title says the setup is a 99 GS-R with a OBD2 GS-R engine and harness. For some reason if I knock the car down to OBD1 and use a chipped P28 it starts and runs perfect (duh obd1 ftw!). But in order to pass emmssions the car needs to be running a OBD2 ECU.
FOr some reason the P2T (99-00 Si) computer will not turn on the fuel pump. But other than that there is no CEL or anything weird with the harness. I need to know if:
1. The OBD2B P2T ECU is an immobilizer ECU?
2. Would a bad CYP (Crankshaft position sensor would cause the fuel to not turn on?
3. Or is there another issue with some sort of immobilzer in the car itself?
Any info greatly appreciated, this OBD2B ECU thing is driving me nuts, had the same problem with a OBD2B ECU in a 99 EK H22 swap using the Prelude ECU.

Alright I just searched for a minute and found this. He's using a GSR ECU in his civic. Its the other way around but I hope you get the idea.

The P2T ECU will not operate the IAB on your intake manifold. Most likely, the short runners will always be open, which could affect emissions.
BTW: The only superiority that OBD1 ECUs offers over OBD2 is their ability to be chipped easily. OBD2 is far superior for diagnosing engine problems.

Trust me I never said OBD1 is superior, I love the in depth diag of the OBD2 systems, I was just saying OBD1 computers are extremely forgiving and especially a P28 will run just about anything.
We're not running IAB's on the manifold, it has a blox. Just need to get a OBD2B computer to work temporarily for emmsions purposes.
