Switching the exhaust housing is no big deal. You didn't mention what A/R your T3 is, what engine it's on, etc., but if it's a .63 A/R. you may want to considergoing to a .58 A/R in order to make up for the slower spooling characteristics. It's all a balancing act.
As for your second question, look on the outlet of the compressor cover and you should find some numbers scribed which will tell you what they are. If you can't decipher them, give us a call and we'll translate it for you.

The PT6152 was our top selling T3/T4 turbo last year. It's got a sweet compressor wheel and I think you'll really enjoy it.
Lowering the exhaust A/R from a .63 to a .48 will give you quicker spooling, but also limits top end power. That's nice for blowing off the tires, but it tiresome after a while for me, so I always liked the .63 on my 4-cylinder. Feeling that thing pull when most engines are on a plateau is a rush.
Don't be terrorizing the locals in Queens now, okay? <grin>

No, it's an SC series. Trying to do too many things at once.
You can go with a .82 A/R T3 exhaust housing which will open it up even more. This has a 4 bolt discharge side. The housing you have may be a 5-bolt, so you may have to change your downpipe.
