Default ongoing boosting problem!! need help

turbo never ran right for me since day one... every turbo i use seems to kick in about 4k rpm and u feel it pull u back but if u full throttle say at 3k rpm u feel it at about 4k rpm to 5,500.... and after that the turbo just glides thru the rpm and the power doesnt keep coming in till redline... it feels like it hit a brick wall or something holding it back. i have gotten it tuned and its still like this. i tried 3 different turbo setup and its slowly getting better... has anyone run into this kind of problem before? this is the 3rd turbo setup i've tried. when i half throttle it i feel it pulls harder then when i full throttle it. did a compression test and leakdown test.... and right now it runs the smoothest but boost doesnt kick in the hardest. and when im on WOT at high rpm sometimes i hear this sputtering noise that sound like bogging or misfire and it loses power. i am going to get it retuned next week but im just wondering do turbo normally dont kick in hard w/out tuning or is there just something wrong with my car? my setup is listed below

i also changed spark plugs and its still sputter at high rpm... im running a stock b16 head, will that be one of the things slowing me down? i did 260whp last time i was at the dyno and i hit a 13.8 on street tire @ 104mph in a full interior dc2. i think i should be hitting better times... i was getting 2.2 60ft.

I'm having the same problem.....mine just started the other day,after my intercooler piping popped off.....although I noticed I was extremely low on coolant.....know mine only putters when its at normal operating temp......I hope u figure out ur sputtering problem
