depends how much boost you plan on running, if its low boost a 3" wont help you all that much, but the more you put into it the more its gonna help...
make sense?

I got this from a post awhile back from a Garrett engineer. Here's my "cliff notes"...
Depends on the size of the exhaust outlet on your turbo. If it's 2.5" (like a T4), then stick with the 2.5" DP and flare it out to 3" a little ways down as gradually as possible. If you connect a DP with a significantly larger diameter than the exhaust housing on the turbo, it can actually create a pressure wave. The exhaust is coming out of the turbo at high velocity and suddenly it expands into a larger space. When the exhaust expands, it slows down and the exhaust exiting the turbo behind literally "runs" into it.

The bigger the better for turbo...3 inch is fine.

If your talking about exhaust, yes, if you mean charge piping bigger is not always better. The bigger the pipe, the more lag you will have. Depending on the size of your turbo and how much boost your running, different sizes will be more efficient than others.
