what scan tool?
didn't really know were to post
what would be a good scan tool for under $1000 max that can also read our
OBD2,OBD1,OBD0 hondas and if possible some emission.

Scan tools are not needed for most obd0-2b hondas.
Use a standard service connector method 90% of them. (http://www.phearable.net/tech)

For OBD2 and newer CAN vehicles...this is a pretty affordable system:

<FONT COLOR="brown">I use my moates.net hulog as a scan tool sometimes. but 90% of the time OBD0-OBD1 ecus only need the service connector.
For OBD2 suff I use the auttera laptop scantool. Its awesome. </FONT>
