It sounds like the alarm has been triggered, and the starter kill is engaged, which would prevent your car from starting.
It also sounds like it's lost connection to the ignition switch, so it knows to reset when you put the key in & turn it to "ON".
We're going to need a make & model on the alarm to help you further. The information on the remote will be useless; you'll need to crawl up under the dash & find the brain.

If you mean by, "i looked under the steering wheel and all i find was wirings. is you found a "mess" of of wiring it would indicate a crappy install, in which case the alarm brain will look like, it does not belong.
Without knowing the make and model it is hard to say exactly what the brain looks like, but more then likely it will be a black box, from a size smaller then a pack of cigarettes to one that is more then twice the size, it will have a number of plug in harnesses, sometimes all on one side, sometimes on more then one side.
It will normally have the make and model on the "top" of it, sometimes also on a label on the "back".
If you know where the valet/program button/switch is, [should be under the dash, somewhat hidden but accessible from the driving position] when you turn on the ign. press and release or press and hold the button, [or momentary switch] to see if it will override, [disarm without remote] the system and disarm it and put it into valet mode, if it is an "on/off" switch, turn ign. on and flick the switch to the other position.
If that does not work you will have to find the alarm brain, [fallow the LED or valet/program switch or siren lead to the alarm brain] and unplug the main harness or remove the fuse on probably a red lead. 94

I am having this problem! my door slammed and closed locking my valet key in with interior light on. few hours later key is mine and as we jump battery wammo...alarmo. So i didnt know i had one...there is a switch above the hood popping lever. I pulled out the 14 pin harness or whatever since i cant find a proper "hidden" bypass ,...... is it ok to jump and start car now? Or do i retrace steps....
97 ACCORD CDTL4 14 pin thingy (carbine i guess) little blue switch with 5 switches on back, and AND some extra wierd black wire that has been shoved into the interior of the CDTL4 unit through the plastic hinge.....and now hangs loose DOING nothing but make me think it once led to the button that would freaking help me right now! ALAS no button. WHAT TO DO?

It sounds like maybe the car has an alarm that he did not know he had, and he has unplugged the main harness to the alarm. 94
