d16 all motor
have a few ?'s 1 are my y8 rods strongenough for all motor applications?
2 would i gain any hp just by boring out my block, should i get high comp pistons as well?
3 what all do i need for a bottom end all motor?

These are just standard, non-specifc answers.
If you increase the bore or stroke, your gaining displacment therfor increasing power (we can get into specifics of how/when that doesnt work, but this is general).
Machine, balance, magnaflux, rebuild...

i got a d16y8, how does this sound bore block bigger pistons high comp. stock rods, machined crank. would that work without problems?

Yeah that would work I kind of did some what the same set-up on my d16a6. It was bored and honed 0.20" and I used 9.5:1 SRP pistons, the rods were balanced and polished, and balanced the whole rotating assembly.

stock d16 rods usually are reliable up to 200 whp; if you plan on going over 140-150, shot-peen them and/ or cryo them and upgrade the rod bolts.
a bigger bore will give you some more torque depending on the piston, might end up raising the compression a bit. If you are getting bigger bore pistons, you might as well make sure they are high compression too...
a solid all motor d bottom end can be pretty simple and you can use 99% Honda parts. you can use any of the higher compression d pistons from other d engines to gain some compression, depending on the head you are mating to the block (size of combustion chamber can effect comp. ratio). Also, these pistons are available from honda up to .5mm over, and there are manufacturers out there who make cast honda pistons, for instance those from the popular zc engine whose pistons are designated 'p29', up to 76mm. Stock rods with ARP rod bolts, stock crank, proper clearances with Honda bearings, proper bore/ hone (if necessary) and a complete balance will give you a pretty solid, affordable and lightweight NA bottom end. I also recommend stock Honda head bolts, however, if you plan on taking it apart alot to experiment, get ARP head studs since they can be reused unlike the OE bolts.
