Default "PPE" Stamped on my Crank?

I picked up a used motor and while confirming the bottom end internals I found some lettering on the crank which I'm not familiar with. A friend thinks its probably from the place that assembled the motor. Figured it was worth asking here in case anyone was familiar with what this could mean. Thanks!

I would think if it has been sent to a shop to get worked on that they put there stamp on it.
