You can try to hook it up to a scan tool to read the voltage or scope the o2. Voltage or wave should be pretty steady compared to the primary o2. If secondary voltage or wave matches, or evn close to matches, primary o2, your cat is bad. If voltage is stuck, slow, or biased high/low, o2 is bad. There are more ways to test the o2, or the cat, these are just the easier things to do to narrow it down.

You can try the sensor but, I can almost guarantee it's a bad cat converter. Same thing happened to me, I replaced the sensor to no avail. Ended up being the cat.

Not sure what you got done to your car, but an oem cat can last up to 300k. My accord went up to 265k on its original motor, another 50k on replacement, still original cat and still pass smog. O2 last on average of 75-100k. They start to slow down after that, then cause cat to go bad.

I would do a quick scope/scan before spending all that money on a very expensive cat. Its not hard to do, and only takes a couple minutes with the right tools.
