Sounds like a vacuum leak. When you get idle surges like that it's the first thing I would check. Then I would try cleaning out your IACV because they tend to build up with carbon and oil and the stick.

The IAC valve is located by the Throttle Body.

Pick up a Helms manual from your local auto parts store. There should be a walk-through on how to conduct a vacuum leak test.

This ^ Same issue mine used to have, a quick removal of this and good cleaning should do it. Watch the retaining screws my friend has some strip on him before, prob a good idea to take the whole throttle body off and pb blaster them. You can get more leverage on them with the tb off.
