Default Surging Idle with A/C on

I did a search and found some threads about cleaning the IACV and air in the cooling system. The weird thing with mine is it only does it when the A/C is on. With it off the engine will idle at 800 RPM. With the A/C the idle jumps to about 1100. About the half the time the A/C is on though the idle will constantly surge between 1100-1300 RPM.

Any idea what could be causing this? Like I said it only surges with the A/C on. Then again now that I think about it this is my first Honda with A/C but it still doesnt seem normal.

I'm wondering if you have a chip'd ECU because mine does this as well due to the Crome tuning freeware that I'm running. Yet another reason to opt for a Hondata setup.

it is normal for the idle to be higher with the a/c on. it's to compensate for the extra load on the engine. I'll check mine for surging as a comparison but I have a stock ecu

Ok cleaned the IACV and got some mixed results. I also bled the coolant and squeezed the radiator hoses until no more bubbles came out.

Surging idle is mostly gone. It does it for like one second during start up then its gone.

Idle is steady at 1400 RPM. Was about to adjust the idle control switch but then I turned on the A/C and the RPM dropped to 800. I Shouldnt it go up another 50-100 RPM rather then drop? Perhaps the IACV module itself is bad or should I begin looking elsewhere for a problem? I also unplugged the IACV and it still idled at 1400RPM I thought it was supposed to drop down to like 500RPM with the IACV unplugged.

Man my Civic with a JDM GSR swap never gave me any problems hopefully I can resolve this and enjoy the Type R.
