help: CEL code 65

Default help: CEL code 65

I am running on P28 obd I ecu wiht hondata s200, now I get a CEL on and I can't seems to go over 4000rpm. I tried to check what code it is, I follow the instruction on C-speed website, but my ecu light jsut won't flash.
So I plug my obdII oem ecu back in, I get code 65, which is Oxygen Sensor Heater (Secondary) malfunctioning or defective oxygen sensor heater.

Because I am running a test pipe, I think that is why I am getting this code? right? but then why would I not able to get over 4000rpm on my hondata? seems is like cutting off my fuel? is just keeps bogging over 4000rpm. BTW, when I plug my OBDII oem ecu back in, I don't get that 4000rpm problem, so I believe is the HOndata that is screwing up?

is the light on the hondata box constant on or is it blinking?

mine is a s200 unit..I do'nt even see a light comes on..is there suppose a light? sorry that I forgot b/c I just took the car out from winter storage. I totally forgot should thre be a light on the hondata

oh **** then..hte light is not on..something wrong wiht the hondata then?

check the cable make sure its plugged in.
