Code 21, and misfiring problems
95 EG with a 99 JDM ITR swap, been done for about a week now. The car has an incredibly rough idle at low RPM, but seems to miss and sputter at high RPM also. Checked codes today, and had a code 1, code 10, and code 21. The code 1 and 10 are previous problems that are unrelated, I believe.
We've been diagnosing the sputter, changed cap and rotor so far. I was about to change ignition coils.
The code 21 concerns me also, VTEC still works. The car is full of oil. The check engine light has not come on in VTEC. The spec on the VTEC solenoid is 14-30 ohms at the connector. This car has 34.2. I tested a 98 ITR, it had 36.3. I tested my B16 swapped EF, and it had 11. These tests were all with the key off. I don't understand how I can have 3 bad vtec solenoids, when all three cars have vtec, and the EF and ITR aren't throwing codes.

you need to fix the codes 1 and 10-they are probably your reason for the poor performance.the IAT circuit and certainly the O2 sensor circuit need to be functioning correctly for the car to run right.what ECU are you using?the code 21 i'm thinking is probably because the JDM motor doesn't have the VTEC pressure switch.if you search you can find more info on this,and fixes for it.

Code 1 and 10 were previous problems that are fixed now, I reset the ECU and they did not come back. The ECU is a chipped P28. The VTEC solenoid pin at the ECU was barely in there at all, so I re pinned it and fixed code 21.
My only problem now is the sputtering. At any RPM at WOT, the car sputters badly. Any ideas?

We replaced the cap and rotor, thats all. I read that WOT misfiring will usually be bad plugs, I'm going to try that here in a few. If that does not work, I guess I'll just go through the distributor.
