What year did they start with OBD II?
What year did they start with OBD II tegs? Thanks. 
I searched before posting but didn't find anything but OBD II to OBD I questions.

ya but the diagnostics for obd2 are far superior. The sensors are cycled faster on obd2 which is potentially a better system. But There is not good tuneing software for obd2 right now. In real life terms, obd2 is like haveing the newest PC but still playing doom.

the year of the motors doenst really matter. I have converted obd1 motors to full obd2 spec to put into 96+ cars.
obd on the motor is basically the wireing harness on the motor. you can always easilly add or remove sensors to convert to obd2
I doubt that there will be any tuening software for obd2 out any time soon. I reccomend converting your ecu to obd1. i know it goes against what I said earler but some tuneing is better than none at all.
