I follow this procedure:
Simply follow these steps :
1. Turn on the car and warm it up, keeping it at normal idle level
2. Turn off the car an pull your ECU fuse, located in the fuse box.
3. Keep the fuse out for at least 5-10 min
4. Plug the fuse back in and close the hood
5. Now start your car, but do not step on the gas.
6. Idle the car for about 5 minutes
7. Last, shut off car then start it up again

People do it most often after a mod, such as intake, header, exhaust, etc.. It is so that the computer can make new data on how to manage the air flow, fuel, etc..
Also, maybe a major weather change is making the car run a little funny..resetting ECU then helps adjust much faster.

you just assume. I removed the fuse, remove the neg battery terminal, and overall, I just assumed it was reset already. I sure think so.
But then again......"assumption is the mother of all **** ups"

removing the ECU fuse or disconnecting the battery will reset the ECU, if you want to be sure of it you could connect an OBDII scanner to 96 and newer integras. It will show that the monitors are reset and not ready for a smog check.

First off, I am guessing it is pretty much impossible to disconnect the batt. or anything for just .001 sec.
At our shop, [Dave Ward Auto Electric] we disconnect the batt. to reset the ECU/ECM, [or any control "module"] for no less then 5 min, on most cars we disconnect both the pos.(+) and neg.(-) terminals and connect the terminals together to insure all cap, [wherever they are] are "drained", then the pos.(+) batt. cable is reconnected, then the neg.(-) batt. cable is reconnected.
This insures all "modules" are reset, there is no assuming. 94

Add revving the motor up? Get way for a backfire and ripping the teeth off the timing belt.
