Radiator fan doesnt work at all help please
Hey Guys, I'm new to the forum and it seems like people are more knowledgeable here than other forums...
I followed this method "Radiator fan doesnt work at all"

and it led me to #5 (No)
5. Disconnect the jumper wire, and turn the ignition switch ON (II). Check for voltage between the #3 terminal of the radiator fan relay 4-pin socket and a body ground.
Is there battery voltage?
Yes - Go to step 9
No - Check for an open in the wire between the under-hood fuse/relay box and the under-dash fuse/relay box.
I have a 97 Integra hence my username..
On my DVOM it shows -0 voltage so meaning theres no voltage going on..
on my schematics it shows a black/yellow wire that goes to the underdash fuse box to fuse #13 (cooling/heater fan relay fuse)
Fuse is good, but i get no power when i hit it with a test light..
Anybody know where the black/yellow wire specifically is by the fuse box (underdash)?
(tired of the bypass that was done by the previous owner and i want my fan running right... running way too rich and not hitting normal temperature + dumping a bunch of fuel)

Fuses can look good from top but the blade can be broke. Replace with a brand new one.
Apply 12volts from battery directly to fan motor connector to see if it isn't broken or burned out

my main concern is finding the black/yellow wire under the dash by the fuse box that is for that fuse.. it might have an open or a loose connection..

Blah i just wish i knew which black/yellow wire is the one for fuse #13, unplugged like 4 plugs from the fuse box underdash and tested for continuity with 4 different black/yellow wires for terminal #3 in the cooling fan relay socket fusebox underhood and none of them had continuity.... hate this..
you could always bypass it..

fan is good, i can jump it from the relay box, but i cant jump it from the fan switch plug... ground is good, been using my dvom and test light to check things out..
Fuse #13 7.5 doesnt light up when i hit it with a test light, ign on II and off.
