My 2000 Integra won't turn over, I've already check the most common problems when a car doesn't start. Battery, battery terminals, starter, alternator, fuel pump. I know it isn't any of these problems because the car will sometimes start. It starts very rough, struggles and almost hits 3k rpms. Then slowly drops down to about 1k when it idles. The car runs great once it gets going, and doesn't bog, or die while it's been running. I've noticed a check engine light a couple days ago, and I pulled the code. P0116. Could that possibly be the problem? Or I was thinking maybe a main relay/wiring problem?

Why won't you fix it and find out? You're gonna have to get to it either way.
