Default ignition timing issues da9 help plz

OK I have a 95 b18b engine swapped into my 90 DA. Just finished rebuilding my head due to a blown gasket. Had to replace my Distributor today with an OBD0 dizzy because my car has OEM ECU (PR4 I believe) along with injectors etc. The Dizzy accually had issues and needed replacing had nothing to do with the swap. When I started the ignition timing adjustment I noticed the notches on the crank pulley were WAY off. fiddled with the dizzy's adjustment as normal to set timing but noticed no matter how far clockwise or counter clockwise the marks didn't even come close to the arrow on the plastic cover. so im wondering WTF? it idled fine at 750 rpms, fiddled with the idle to see if it would help but it didn't. Now the only thing I can think of that makes the notches not line up to the arrow is that the pulley is from a 95 B18b and not the original 90 b18a. I checked OEM part number via Acura.com and 90 B18a has (PR4) and 95 B18b has (P75). Im wondering if the notches are different on the years hence p75 and PR4 are ECU numbers.

Car runs strong and I feel like im pretty close to 16 degrees but I need my baby dialed in because I live in Cali and its SMOG TIME =(

recheck that valve timing
also, you are jumping the service connector prior to adjusting, yes?

Pretty sure the valve timing is fine. I think it would be idleing rough if it wasn't but I'm still going to check it as well as the belt tensioner. Yes I use a jumper to the brown/ green connector under dash.
