idle and vtec issues
All right i have 98 integra with a jdm b18c in it and a p28 ecu.in August i put the motor i have now in the car.i put a new wiring harness in the car which was the same one i had before i got a new one cause the original was in rough shape.i start my car and i have to blip the throttle so it will idle correctly and still then it idles at 22.0 afr on my innovative guage,but once i drive the afr is fine.if i engage vtec and come to an idle my car will idle surge and go lean again.i can turn my car off and restart it it will go back to normal sbort of the lean afr.i checked all sensors all vacuums and did a compression test and except for low readings on my fan switch everything reads and checks out fine.i have no check engine light on and it works cause i see it when i start my car and my ecu wiring harness tune is all the same.i'm lost on this one any help would be greatly appreciated.

I can't find the paper i wrote it down on,but the voltage read exactly what Mitchell said it should.I'm just trying to get this figured out so i can install my turbo setup.I'm really starting to think it's my ecu.

I'm running B18C also w/P28, but its a phearable.net ecu. No issues for 2yrs and going-very affordable @130ish pick ur vtec engage rpm, revlimit, tell them ur mods, etc. Comes socketed, w/basetune. Any chip after that from them is @35$- very reputable, check em out

u said you recently did the harness... yeah if your running a new jumper harness u need to check all the pins on that and make sure there in the right spots iv fixed a few my buddys cars like this is most likly that idle air control valve isnt functioning correctly. get a wire harness pin out from google and follow all pins find out which is in wrong spot

Maybe you can try using your old harness (if you still have it) and see if the problem still occurs. Or maybe you just have to clean your IACV.

No i didn't change my jumper harness just my engine harness.I'm going to put my friends virgin p28 in my car and see if anything changes.if it does new ecu if not it's in the wiring.
