High idle @2000RPM- already replaced IACV

High idle @2000RPM- already replaced IACV
I've had this problem for a very long time. If I start the car cold, when I get off the freeway at my work or push in the clutch on my way, my idle is at 2000+. I already cleaned my IACV, then repalced it with a new one. There is no bouncing idle, it's just stuck high.
So here comes the wierd part. If I click the key off and on real quick, OR reset the ECU with my scanner, the idle drops to 600-700. From there it is generally fine until it gets cold again. It doesn't have to be all the way cold, just close to the C line for it to start acting up again.
I've sprayed all over for vaccuum leaks, but found none. It's easy enough to click the key on and off, but I'd really like to find out what is causing this.
The only thing I can come up with is: I pulled the wires out of my ECT sensor plug and might have possibly reversed them? Just a wild guess.
Any ideas? and BTW, the car is currently 2000 GSR stock + exhaust.

I'm not sure what a video would show you. It's an Apexi WS2 exhaust and doesn't blow any smoke.
I already replced the IACV, after cleaning it. My engine doesn't have an FITV. Seems like something is telling the ECU to hold it open for too long or too much. What, I have no idea.

IAT/AIT Sensor? Wouldn't hurt to check and clean it
Throttle cable adjustment? Done

Well, I've done the double check, but I can do a triple check again. It doesn't really act like a vacuum leak, no hunting idle and it goes away if I bump the key off and on.
I bought a can of cleaner to try and clean the throttle body, but it seems ECU/electrical related.

I had this problem a couple of weeks ago. When your idle stays up at 2k, do a quick rev and see if it drops to normal. Mine did that and i guess it was just dirty inside of my throttle body around the butterfly.

not a bad idea, but unfortunately that doesn't help. Don't think its a physical leak, as bumping the key off and on wouldn't help that.

Finally figured it out after 6+ months of troubleshooting. I bought a new IACV, no changes. All the sudden my car started running like crap while cruising and threw a p030# code for cylinder 3 misfire. Changed the plugs and the problem went away.
