B18C TDC Issue

B18C TDC Issue
I have an issue with my JDM B18C. I'm in the process of replacing the timing belt / water pump / front crankshaft seal, and I noticed when I went to remove the crank pulley bolt that the white timing mark on the crank pulley is about an inch to the right of the lower timing belt cover TDC mark. The engine has been running just fine in it's current form.
My question is, when I put the new belt on, should I position the crank pulley in the same position as it's in now, align the crank pulley TDC mark with the lower timing belt cover TDC mark, or set TDC with the number one piston? What could be the cause behind the timing marks being that far off?

Thanks for the heads up. I guess it's possible that the last time the belt was replaced, they simply didn't line the crank pulley up right on?

Also, while I'm at it, what is the process for removing the lower timing belt sprocket to replace the front crank seal?
