The cheapest but still maintaining quality..
I would go with Neuspeed Sport (usually around 155) or H&R Sport (around 155). I know the Neuspeeds were made by H&R for awhile, but they now make their own springs, I haven't heard anything bad about them. You may or may not need to correct camber..
For shocks..if you want to go cheap, just get the Tokiko HP. They rid eallright, and will last if you don't slam your car.

Lowering is not cheap. Get that thought out of your mind right now. People say, "I got my springs for 150 bucks" and don't mention the install costs, the tires you wear out because you didn't get a camber kit, the OEM shocks that blow out because they can't handle springs that stiff, new shock install costs, and ride height problems that arise (some honda's like to lean to the driver's side when lowered).
Save up, get coilovers and do it right. By the way, the KYB AGX are good lower priced performance shocks. I run these with Neuspeed race springs and am very happy with my setup except that my driver's side of my car is a bit lower I'll be looking into this problem on Monday. I wish someone had told me the above so I figured I'd share it with you. Hope I didn't **** on your parade.

I don't know about the Neuspeed springs, but the H&R's I've seen around go for $200+. Where do you find them for $155?
For a good spring/shock combo, you're going to be spending at least $500.

I bought my skunk works, 4 inch adjustable coilovers, for 200, and the guy I bought them from, charged me 50 to install. I am more than happy with mine, I just have to have little ramps to get in my driveway, cause of these stupid humps they have in front of all the drive ways.
