99 integra shutting off

99 integra shutting off
Hi. New here. Got a few questions if you guys can help.
Before I get started, yes I've searched. I've searched for two weeks actually and have narrowed the problem down.
So, 99 integra with jdm b18B. Everything is stock except Intake and exhaust. Since it's a jdm b18 running USDM ECU and harness I have spliced the crank sens wires at the ECU and its ran fine for three years.
Problem is, the car will start and run good for a while. Sometimes 2 minutes, sometimes all day. At random, it will shut off. At times the rpm's drop and it backfires really bad then resumes running fine. I've cleaned the ignition switch and it didn't look bad. New plugs gapped properly, wires are a year old.
From searching I have narrowed it to main fuel relay, or ICM or something in distributor. I need to test if I'm getting spark tho, which I think I am. Fuel filter needs changing which I am doing tomorrow. I'm getting fuel at banjo bolt at filter and fuel pump primes and kicks on when I turn the key on.
Just wondering if you guys have any other suggestions about anything I may be missing and if you know how to test the dizzy. I do own a Voltmeter.

A drop in in RPM and backfiring points to the ICM, the ICM drives the tech., ICMs generally just fail but can be intermittent, before replacing, make sure connections to the ICM are clean and tight. 94
