87 Teg LS --> Fuel Problem. PGM-FI light on, and fuel pump keeps running, WONT START
i have a an 87 integra LS.
the car wont start. the PGM-FI light stays on the fuel pump keeps priming and running. It will shut off after 10-15 seconds, and the PGM-FI Light stays on. The car will not start.
I put a new Main Fuel Relay in, and still doesnt start.
Fuel Pump works.
Could this be my ECU acting up?
What could the problems be?

the motor turns and turns and turns.. but wont start.. the pump just keeps priming, and the PGM-FI light constantly stays on.
