3k rpm idle

any guesses on what could cause this?
i checked the throttle cable, and it isnt too tight causing it to open on its own.
never played with the t-body screw
what else could it be?
I have swapped the iacv with one that should be working. it used to go from 800-2500rpm repeadetly. not it doesnt do that when i put the new (used) iacv in
car setup is a 95 gsr with a hondata s200. stock head, stock intake manifold, stock t-body
just have a bottom end with jdm itr pistons that has already been broken in.
ive driven the car around, and the motor feels strong, it just idles at 3k rpm.
i havent set the timing becuase afaik, it needs to be at idle to set timing

I believe there is a tube that comes out of the dashpot. make sure the tubes can still get a vaccum.. if they can't they'll force your car to rev higher to breath in the proper amount of idel air.
