1 amp drain while car is off

1 amp drain while car is off
My 1990 Integra GS is draining the battery when the car is off, all lights off, cig lighter not plugged in, no stereo, no amp. I measured 1 A at the battery negative terminal using a digital mulitmeter. I measured my wifes 96 accord at the negative terminal and got like 100 mA.
I measured the voltage at all the fuses and I'm getting voltage at these fuses.
(24) 0V (23) 0V (22) 0V (21) 0V (20) 12.23V (19) 12.23V
(18) 0V (17) 0V (16) 0V (15) 12.23V (14) 12.23V (13) 12.23V
(12) 12.23V (11) 0V (10) 0V (9) 0V
(8) 0V (7) 0V (6) 0V (5) 12V (4) 0V (3) 0V
(2) 0V (1) 0V
5 Power Door Locks
12 Cooling Fan
13 (no description)
14 Clock Int. Lights Cig Lighter
15 Sun Roof
16 Wiper Washer PW and SR relay
19 Front Fog Lights
20 Condensor Fan
From this list I can't see any fuses that shouldn't be powered. Any help please.

Why don't you pull the fuses with voltage and use the multimeter to measure the current? If none of those are drawing the 1 A of current, then check the starter.
